The flags are the small icons displayed at the left side of the table to mark specific issue states.Structure displays the following flags:

Resolved flag means that the issue's Resolution field is not empty. Such issue is considered completed and filtered out by the Unresolved button.

Read-only flag means that you cannot edit this issue. This may be the case you don't have Edit Issue permission for this issue, or if the issue is uneditable due to workflow configuration.

Additionally, if the structure is configured to require Edit Issue permission on Parent Issue, you cannot change or rearrange the immediate children of this issue.

Default JIRA workflow makes Closed issues uneditable (with jira.issue.editable property set to false on the workflow's "Closed" step). That means that If you have set "require Edit Issue permission" flag on a structure, you cannot rearrange direct sub-issues of a Closed issue.
